The authors organize educational process at the School of Law of the Institute of public
administration and civil service of Russian academy of the Russian Presidential Academy
of National Economy and Public Administration. One of the authors is the dean of School
of Law IPACS RANEPA and through heritage of D.I. Meyer author reveals new approaches
in legal education using the example of School of Law IPACS RANEPA. Another author is
the curator of legal clinic and through heritage of D.I. Meyer author reveals the experience
of organizing a legal clinic on the basis of School of Law IPACS RANEPA. In the first part of
the article, the author raises questions of the practical orientation of modern legal education,
distance learning technologies, the introduction of a unified exam for admission to legal
profession, modern educational programs (two diplomas, multi-industry). In the second
part of the article, the author examines the experience of a specific legal clinic, summarizes
the methods of solving problems when working with applicants and interacting with public
authorities, also suggests ways of solution and possible directions for the development of
other legal clinics. The effectiveness of such institution of the Russian legal system as the
“legal clinic”, proposed by D.I. Meyer, is increasing every day by the efforts of lecturers
and law students themselves. However, the number of tools that legal clinic participants
can use are significantly less by comparison to those the other subjects that provide free
legal assistance may apply. Therefore, today it is important to talk about problems in the
regulation of clinics and to work out ways of solving them.
