Development of Information Technologies in Enforcement Proceedings as a Factor of Improving the Efficiency of the Federal Bailiff Service’s Activities

 The authors analyze issues of actual development of information technologies in enforcement proceedings. The authors give information on legislative changes that helped to make integration of technologies in work of bailiffs. Enforcement in electronic form certainly is the most important factor in increasing the efficiency of bailiffs, taking into account the annual increase in the number of cases. The article analyzes steps of legislator on the way to development of information support of enforcement proceedings: adopted legislative acts and possibilities they gave, statistical data on the dynamics of the development of information technology in enforcement procedure. There is given positive characteristic of interactive system which helps citizens to gain access to the most important information, such as the amount of debt, the basis for initiating enforcement proceedings, the structural unit in which it is conducted, etc. The authors define three main principles of implementation of information technologies in enforcement proceedings: creating of informational context of interaction bailiff with the parties of enforcement proceedings; establishing electronic interdepartmental cooperation for real reduction of terms within the framework of enforcement proceedings; e-filing also should be simple in using for all subjects of enforcement proceedings. The article also reveals the main areas of activities of the Federal Bailiff Service for their prospective development.
