The Concept of «Process» in Law and Public Administration

The article investigates the concept of «process» in public administration and law. The article shows the importance of the concept of «process» for the legal science and for the general public administration theory. The article presents the author’s interpretation of the concept of «process» as a multidimensional concept. The article presents the classification of types of processes for various grounds, as well as classification of the procedural order on various grounds. The author concludes that the concept of the procedural order reflects the complexcorrelation of concepts of «order», «process», «space». The author shows that the process is one of conditions and as temporal universe of ontology (existence) of law. The article shows the correlation between concepts of «legal process» and «legal reality», as well as between concepts of «legal process» and «legal space». The author proves that the process is an essential element and attractive «core» of the ontology (existence) of public administration. The article presents the author’s definition of concepts of «order», «social order», «procedural order», «legal process», «legal space», «entropy», «negative entropy».
