Sufficiency of Lawyers for Rendering of Competent Legal Assistance on the Example of Population of the Sverdlovsk Region

If a state gives permission to represent interests in court to those people, who are not advocates, it makes better access to justice in civil cases. There was an appeal to Russia to count that any reform of profession of lawyers must proceed from its goal to strengthen access to justice, and measures must be taken for making guarantees that monopoly for legal help will not close the access to justice because of reduction in the number of people who are able to give legal assistance. The impact on the possibility of providing and the cost of legal services across the country should be under the permanent control of both the federal government and the executive authorities of the Russian Federation. The article substantiates a conclusion about acceptance of advocates’ monopoly for representing people at courts: it is necessary to count the indicator of the number of lawyers, by which every citizen can take advantage in his place of residence in accordance with its financial possibilities, the level of prices for the services of lawyers and territorial remoteness from each other mandators and potential agents, instead of the indicator of the ratio of the average number of lawyers to the country’s population.
