The effectiveness of Russian legal procedure is proposed to be increased by unification of the civil and arbitration procedural legislation and creation of the Concept of the Unified Civil Procedure Code of the Russian Federation. The motive of the Concept development was enactment of basic legislative acts on 5 February of 2014, unified the Supreme Court of the Russian Federation and the Supreme Arbitration Court of the Russian Federation. Until today, significant reform in the judicial process is the Judiciary reform of 1864 that modified judicial process from investigative to adversarial. Today’s work of legislation gives development to opposing opinions concerning the adoption of the Unified Civil Procedure Code of the Russian Federation. In this article, based on an analysis of the Concept of the Unified Civil Procedure Code of the Russian Federation, objectives and motives of the Unified Civil Procedure Code of the Russian Federation are considered. The author analyzes the position of the Concept in terms of basic tendencies of development of Russian civil procedural law, assesses the main arguments of supporters and opponents of the new law. In conclusion, on the basis of the study, the author gives its own conclusions regarding the adoption of the new Civil Procedure Code of the Russian Federation.
