Questions of Responsibility of Judiciary for Poor Quality Administration of Justice in Civil Proceedings

The article examines the question of the possibility of consideration of justice as a stateprovided legal service. Raises issues about the criteria of quality of this service. It should be noted that the doctrine of the arbitration law, based on it arbitration procedural law and often practice of the Supreme Arbitration Court of the Russian Federation became the undoubted «locomotive» of civil proceedings in general in the last twenty years of judicial reform in Russia. Justice is not covered by the notion «legal aid», is beyond the scope of this concept, but qualification and competence of judges rated as ones of the main qualities of the activities of a judge. That competence (qualification) of a judge may be the subject of appropriate qualification board of judges and a basis for either assigning a judge a higher qualification class, or, vice versa, being subjected to sanctions for poor quality of justice. The main focus of the article is on the question of the possibility of bringing a judicial authority to responsibility for violations committed them in the implementation of justice in civil proceedings. Discussed the possible forms of responsibility of judges and the judiciary as a whole for the violation of the principles and norms of civil procedural law.
