The authors of the article investigate the problem of legal regulation of ensuring national
security. The integrative nature of procedural responsibility and procedural security is
substantiated, without which regulation of other varieties of national security is impossible.
First of all, attention is paid to the institutional aspects of procedural responsibility
and procedural security, which are designed to provide, inter alia, legal provisions on
national security. As the opposite of procedural responsibility at the institutional level, the
procedural irresponsibility of participants in the process is examined, the prerequisites for
the manifestation of which are either the absence of norms of procedural responsibility or
an excessive number of norms that enshrine all measures of procedural responsibility. In the
field of legal practice, procedural irresponsibility entails a violation of the basic principles
of legal proceedings, such as equality and adversarial proceedings and the principle of
independence of judges. As part of the application of procedural liability for contempt of
court, the issue of providing convincing evidence is not raised at all. In addition, there
are significant comments on the order of execution of court decisions. In most judicial
decisions, the descriptive and motivating part does not reflect the analysis of evidence of
contempt of court and their judicial evaluation.
