In this article, the author explores the effect of cause and effect categories in civil procedural
and arbitration procedural law. The author concluded that the action of these categories
has its own characteristics and specifics, due to the subject of the legislator. The cause
category in lawmaking is associated with not only the generation or change in the properties
of an object, as it is considered in philosophy, but also with the cancellation (“death”) of
normative acts. The study shows that in one federal law adopted in the manner prescribed
by law, two normative acts may be contained; the provisions of one of them are the reason
for the adoption of the other provisions contained in the second normative act, which is
a consequence of the first. Cause and effect here arise simultaneously with the adoption
of federal law, and not one by one, as is customary in philosophy. Thus, the allocation
of internal and external causes, according to the author, deserves close attention and
detailed study and consideration, due to the fact that they, in the first place, ensure the
interconnection of substantive and procedural law.
