ON ADMINISTRATIVE PROCEEDINGS OR BRIEF HISTORY
OF RUSSIAN ADMINISTRATIVE JUSTICE

The Code of Administrative Proceedings of the Russian Federation started its action from
15 September 2015, and entered into full force and effect from 1 January 2017. According to
that, universities implied new subject of studying, “Administrative Proceedings”. We should
mention there are some textbooks and Commentaries to the Code to help students and also
practicing experts. However, these works do not illustrate the issue of the history of Russian
administrative justice (which has theoretical and practical meaning), moreover, there are not
given reasons of sudden appearance of the legislative act and also its remarkable resemblance
with the content of the Civil Procedure Code of the Russian Federation. The author of the
introduction to the forthcoming textbook “Administrative Proceedings” highlights these
details. The textbook is written by the group of authors of the Kutafin Moscow State Law
University, edited by assistant professors S.M. Mikhailov and M.V. Samsonova.
