The modern world does not stand still. New technical tools are being developed to successfully
solve many topical issues of organizing social and economic life, to improve the daily
lives of citizens. A rather capacious concept of “digitalization” has appeared which includes
many elements and is used practically in relation to all spheres of human activity. Digitization
“is defined as a totality of information or physical quantities (for example, images,
sounds) through the final value of discrete values, most often represented in a binary way
as a sequence of 0 and 1”1. Thus, digitalization is a qualitative change in all human activity,
including the activities of public authorities2. A whole series of projects is being adopted,
devoted to the process of transition of public authorities to a different, new order of functioning3.
However, the effect of digitalization can lead to both the expansion and narrowing
of the field of legal regulation, changes in its depth and other parameters, in particular
the ratio of legislative and sub-legal regulation, the actions of private and public law.
