Administrative court proceedings, the procedural form of which is expressed in the form of
a corresponding Code of the Russian Federation, mainly deal with the categories of cases related
to the resolution of disputes and other legal conflicts between representatives of public authorities
and citizens. In fact, these proceedings do not receive the original ontological picture and do
not represent any object available for legal research. An analysis of the provisions of the Code
of Administrative Justice of the Russian Federation allows the author to define, as a matter of
discussion, that administrative court proceedings are not a special form of judicial activity, but
a transformed form of public administration that replaces certain consequences of jurisdictional
activity of public administration structures. It is proposed to change radically the content and
direction of administrative proceedings, the ideology of which should be ensured with the
established management procedure by resolving non-linear disputes with the participation
of administrative bodies, since this work area is a gap in the legal system of Russia, and the
protection of citizens’ rights and freedoms is possible with other more effective ways.
