Applying of Information Technologies as an Alternative to Large-Scale Changes of Civil Procedural Legislation Aimed at Increasing the Efficiency of Civil Procedure and Optimizing the Judicial Caseload

The article is devoted to the problems of introduction of information technologies in civil procedure. Expanding of the scope of the applying of information technologies will help to solve the urgent tasks of reformation of civil procedural legislation without changing its fundamentals, in particular, to improve the procedure of judicial notices, the direction of procedural documents, drafting a court decision, the simplified procedure. The following proposals are substantiated in the article: 1) establishment of the procedure for the independent receipt of information about the case by individuals through the Internet should be accompanied by the rule on the possibility for citizens to refer to the lack of technical ability to obtain information in this way establishing their right to require the provision of information in the traditional form; 2) effective application of the rules regulating simplified procedure, including increasing the amount of claims, is only possible if reliable persons and participants in the case are provided with reliable and expeditious ways of acquaintance with any information on the case using the Internet and in the traditional form; 3) as an alternative to the rejection of the motivating part of the court decision, it is possible to propose active and ubiquitous implementation of electronic records management systems, automated processing of information from the electronic file during creating a draft judicial act carried out under the supervision of a judge.
