In the article, the processual, the procedural and the normative-terminological issues of the legal real estate cadastral value change regulation are critically analyzed, and the ways of their normative settlement are proposed. The purpose of the research is to improve the efficiency of the legal regulation and the law enforcement activities in the sphere of the cadastral value change. For the research, the general scientific cognition methods were used (formal logic method, dialectical logic; method of comparison, description, interpretation) and specific scientific cognition methods (juridical dogmatic method; method of grammatical, systematic and logical interpretation of the legal norms). The result of the research are the specific recommendations on the law-making correction of Federal Law «About the Evaluation Activities in the Russian Federation», including the proposal to introduce a new and meaningful solution for Article 24.18, which is directly dedicated to the change of the settled cadastral value of the real estate objects.
